As we move into the final months of 2007, the California workers’ compensation system is poised to implement the first set of statutory and regulatory changes that begin to chip away at the substantial savings achieved as a result of the 2004 overhaul; to grapple with continuing legal challenges to the reformed apportionment statutes that have gained the support of the AARP; and to adjust to the first increase in the advisory pure premium rates since January of 2004.
